FAQ: Testing Site Information

Do You Want To Become A Certified NECC Test Site?

Thank you for your interest in becoming an NECC Certified Test Site. Your test site contribution and leadership in creating national standards is needed and appreciated by your industry. Please read the following information before completing the Test Site Application (above link).

THE NECC EXAM PROCESS

An interested candidate applies for eligibility at the website www.911Certification.org by filling out a qualifications statement. This form gathers a significant amount of information used later for research. The application is then verified by NECC and successful candidates are mailed a "PTC Exam Number" officially issued by the Professional Testing Corporation in New York, NY. All candidates are required to present their individual PTC Exam Number to your site proctor prior to testing at your exam site – along with picture ID.

ELIGIBILITY REQUIREMENTS

Test applicants must meet one or more of the following requirements:

  • Any person who has worked directly in emergency communications for a consecutive six-month period of time.
  • Any person currently enrolled in an emergency communications vocational training course
  • Any person who has successfully completed the NECC Pre-Cert course. The Pre-Cert courses will be offered at Community Colleges or other training facilities and are generally on-line courses.

TEST ADMINISTRATION & SITE RESPONSIBILITY

Eligible candidates located in your vicinity are provided your agency proctor name and contact information. These candidates will coordinate directly with you to arrange a specific date and time for testing. They will identify with you using their "PTC Exam Number".

When the person arrives, they will provide you their PTC Exam Number card and show you an official picture ID for verification and to gain entrance to your agency.

Your Agency Proctor will have a "PTC Proctor Number" which will be used to log onto the exam site. Your agencies individual PTC Proctor Number is confidential and should not be shared with candidates. Candidates cannot log into the testing web site without the Proctor first logging on with their individual Proctor Number.

Your Agency Proctor is responsible for arranging an adequate testing location separate from outside activity and disturbances. An adequate location will contain a comfortable chair, testing computer with Internet access and adequate lighting. The testing computer must be connected to a printer or have the capability to copy final test results onto a floppy disc to transfer to another printer for printout at the end of the testing period.

THE TEST

The current Telecommunicator exam is 120 questions. We estimate 2 hours for a candidate and feel a 2-hour limit can be reasonably set by your agency.

SCORING RESULTS

The PTC scores all tests during the testing process. The candidate is the only person who will receive the exam results and they will receive those results immediately upon finishing the exam. The results will be sent to a printer, therefore a private location or ability to get the results off the printer is needed. The candidate is the only person who can choose to share the results of the exam.

SUCCESSFUL COMPLETION

PTC will provide the NECC the names of the successful candidates. These names will be listed on the NECC Web Registry as an CNET or National Emergency Communications Telecommunicator unless the candidate has previously notified the NECC of their desire to not be listed. The candidate may then use the CNET designation indicating they have passed the entry-level requirements for police, fire and EMS emergency communications.

UNSUCCESSFULL CANDIDATES

NECC and the candidate will be notified and the candidate will receive information on what part or parts of the exam exhibited incorrect answers. NECC will offer a study guide for those topics as well as an opportunity to re-take the exam. If the candidate wishes to use your agency for a re-take, they will be required to follow the same original procedures, contacting your proctor to arrange a new testing date and time.

RESEARCH INFORMATION

The registration form asks a number of questions that lead to research. The NECC Board designed a review of length of service, educational background, geographical area, type of agency and much more. This research can assist agencies that wish to ‘validate’ their agency level of training or level of knowledge by looking at and comparing specific categories such as length of service and so forth. Individual candidate identifiers are not included in research data.

NECC TEST SITES

Upon qualifying, each test site will be given their own individual PTC Proctor Number and will be listed at www.911Certification.org as a certified site. Each certified site will receive a wall plaque that identifies their organization as an official test site.

You will also have the ability to implement a $25 test proctor fee for each candidate. These funds are yours to use in any way you wish. If you decide to ask for this fee notify us and we will list your testing fee on the NECC website and let the candidate know to bring the funds on exam day.
